You missed the third straightforward interpretation, which is the one I was pointing out:

"We may drastically cut prices on current gen CPUs and get competitive on performance in the next generation"

Of course you haven't defined what you consider to be a "price war" so if Intel decides to cut their current CPU prices up to 50% before the NGA launch you would probably just try to claim it was typical waterfall pricing.
