There hasn't been for a while. Back in the 1970s, the white population was right at 50 percent, if not a tick lower. At that time, the percentage of blacks and Hispanics was roughly equal. It has been noted for a long while that if the blacks and the Hispanics joined together, they could take over Texas politics. But the two groups have little use for each other, so they lose...
