I vote for public funded campaigns.

Do you have a sense of how the officials handling this budget might determine which candidates to fund? I'm having trouble imagining how this could work.

I vote for public funded campaigns. Period.

I think the majority of folks would want to vote like you. But there are those who want to exercise their right of freedom of expression by putting up billboard signs for their favorite candidate. Current campaign finance laws requires the campaign to report these as but I don't think it is humanly possible to do so in a Statewide campaign, leave alone a Nationwide one.
