So, Tom, when President Bush stated in Minnesota in 2004 that wiretaps involving American citizens required a warrant, then went on unprompted to describe how a judge had to be involved in any such process, and he knew at that time that warrentless wiretaps were going on (justified or not) was that a lie?

Or was he just trying to "fool those terrorists" by making these statements to the voters of Minnesota?
