for that's exactly what they've done for the century, partial fixes, sold and marketed as the big fix

the federal government decided long ago to try to tame the river and the swampy land spreading out from New Orleans

if they aren't going to do it right and put the money into it, tell the people outright

it's not safe, don't live here
