It's typical governmental bureaucracy at work... Ignore known problems until something major happens. Then point fingers and spend millions trying to figure out who to blame. Let furor die down and go back to ignoring...

I have long suggested that the federal government should offer only one kind of flood aid. They buy the property. If that is not amenable, then the property owner is responsible for the repair costs.

It may sound cruel or unfair. After a couple decades of it, many of the fragile lands that have been developed to the detriment of the larger environment could be restored to a natural state.

Nature has a way of fixing things herself. If you build on a known flood plain, you should not be surprised when a flood happens. Is it your and my fault? Or is the developer / buyer responsible for their own actions?
