It's not bizarre, it is a well known technique for defusing an issue that you know is going to cause you a problem. That way when your own peccadilos come to light, it fosters the idea that the other side is just indulging in some political payback and there really isn't any fire to the smoke. The person who refined this technique was also the one who refined The Big Lie. The current crop of Republicans have apparently studied this person's work because they incorporate so much of it.

Its also clever. It allows them to get away with murder....almost.
