Until the uplink is upgraded you aren't going to see any meaningful commercial VoIP, so this will be DORA and HSUPA, respectively. Even then it is likely traditional voice will remain circuit-switched, but many VoIP applications should emerge - PTT, Video Telephony, Two-way gaming, etc.

For most new networks - Wimax, WiBro, Flash-OFDM, TD-CDMA, etc - voice goes directly to IP.
