I don't want a less regulated business environment. Business has shown that they are dishonest and unethical in all of their dealings.

I want more freedom for individuals.

I was going to suggest Costa Rica as well. Not just for political reasons (though they have a long history of democracy by Central American standards), but also for the natural beauty, low cost of living and relatively sophisticated lifestyle (medical care, culture, restaurants, etc).
