"What does "results based" mean?" It's simple. The number of literate, educated people that leave primary and secondary schools should increase every year, as teachers improve their methods. We seem to be going in the opposite direction. I blame parent far more than teachers, and a society that forces both parents to work more than parents themselves. It could be that teachers are improving their methods but the caliber of the students with which they have to work has gone downhill.
