In our scenario, something REALLY bad (like 9/11) happens the first year of a new President's administration after George W. Bush leaves office. "Accepting responsibility" means the new President would act appropriately like George W. Bush after 9/11 did instead of blaming the previous president. My contention is that a Democrat successor is more likely to blame Bush, like people seem wont to do for everything these days, and a Republican successor is more likely to try to do the right thing and leave Bush alone. See, Bush could easily have blamed Clinton for 9/11, but he didn't. Democrats are blaming Bush for practically everything under the sun.
