Like spending Social Security trust funds, and other trust money.

Remember when Clinton and congress got into a pissing match over the budget? Our agency stayed open as long as it could by borrowing money from the Thrift Savings Plan G fund (money market) to pay salaries.

Since this money was employee money not federal money, it was paying us with our own money. Theft? "Oh, but we will pay it back," they said. They did, but the same stunt in the private sector would have garnered jail time. Wouldn't it?

We finally took two weeks Leave Without Pay when Clinton and congress could not agree. A month or so after that they paid us for the two weeks we did not work. Another clear case of wasting the taxpayers' money.
