ARe there literacy tests now. I dont ever remember having to do anything along those lines. Literacy tests were used against blacks. Very touchy. And in a way, blacks are who you are talking about since they vote 99% democrat. White trash on the other hand.......just kidding. And yes if the rule is only citizens should vote, thats the way it should be. I am not sure green carders cant vote in some jurisdictions though. There is some state to state flexibility i believe.
