I'm sure there is some of that, but people move and change locations for a variety of reasons, and some people have to sell and they will set the comps even if others fantasize. Then the appraisals will come in lower leading to a whole new feedback loop. We may also start getting to a point soon when the mortgage holder makes them sell.

As for "investors", sitting on an empty house in a declining market with a negative cash flow of 8% a year, is a far worse proposition than just cutting the price a solid 5% or more if necessary and unloading. Delaying that decision will be costly.
