Making good fiscal policy is never popular. Being a successful politician is not easy unless you buy votes.


Which is one of the reasons while structural reforms can fail. I'm not saying they are automatically useless but politicians and interest groups, and rent seekers are creative in ways of finding ways around such restrictions or getting them ignored or voted out or struck down.
