Not so. For example, the Prius has been on sale for some time, as have all sorts of little cars. People can right now decide to buy a small car instead of a dirty great SUV. Those decisions have been made by the thousand causing GM to have to shut down SUV lines.

Insulation has been for sale for decades. People will opt for more insulation when they might not have done previously.

People can holiday at home instead of flying to some remote vacation spot. They will not drive as much. Those things can happen now and are happening.

Coal is being used instead of oil. Nuclear power is being used instead of oil. Wind turbines are being built around the world. Photovoltaics are being sold by the hectare.

There are millions of ways in which oil is right now being undercut and replaced. Once people have moved to something else, it's tough for oil to get the business back. For example, once insulation or photovoltaics are installed, or a nuclear power plant built, even if oil is made almost free, the insulation and photovoltaics won't be removed and the nuclear power plant won't be shut down.
