Very interesting, seems to go with the territory. Don't you suppose that on the utility swindle that Wilson was just acting as the agent for much more powerful folks who lurked behind the curtain?

I am curious: what method of illicit funds transfer was used to pay Wilson the mayor? When I was a kid I actually observed the old fashioned "money in a brown paper bag" method of transfer that was used by politicians back during Daddy's generation. But by the time I came of age this very simple and time honored method had become too risky, with all the computers and tax accounting, at least for use with politicians who were not literally part of the "Dixie Mafia".

With Wilson was some offshore method used? That is all the rage now.
