Never said it does. It does, however, require a body. If its a coalition body, and you replace it with an Iraqi body, then one coalition body can theoretically go home and the security infrastructure of the country (however strong or weak it may be) will be unchanged.

What's not to understand about that?


Sorry, but this is irrelevant to an iraqi exit strategy, which is what's implied in the one for one swap.
