As Rummy once said we are going to have to blow off some steam and better abroad than at home.

With that attitude, why should anyone wonder why most of the rest of the world dislikes the current administration and, by extension due to its having been reelected in 2004, the US?

No one should be "blowing off steam" with either war or with a foreign policy. A reasonable person should be able to expect better from its leaders, and if we can't expect better from a set of leaders, then they should be replaced. Especially if those leaders have the most powerful military in the world by far at their disposal.
