The use of a foolproof ID card would be a good third prong for Krauthammer's proposal.

Krauthammer explicitely rejected the notion of employers policing. It's hard to tell if he mean that as a substitute for border control or whether he'd still have a problem with it as an adjunct. If it were up to me, I'd throw everything we have at the problem, but ID cards would introduce another controversy and further gum up the process of getting a plan enacted.
