Creative but also impossible i am afraid. I dont think pals need political representation in Jeruslalem to be viable. Islam needs a presence in Jerusalem along with both Christianity and Judiasm. Politicallly however the city is to Israel as DC is to the US. Israelis will have to be trusted to behave well with religous folks and although the israelis have warts they have always shown respect for other religions as opposed to the palestine nation..
