But you don't have to be a citizen to be counted when it comes to allocating house of rep. seats. Just a "person"...
There is a bill in congress to change that but you don't hear much about it.

you have to be a citizen to vote. permanent resident is not enough, and illegal definitely cannot vote. it is doubly stupid to pander to people who can't even vote.

that will come next, once they are on the path to citizenship

and yes there is a huge number of legal hispanics who tend to vote for pols who do not get tough on illegals
