The trend that you point out certainly exists. Poor countries people tend to save more. Richer countries people tend to rely on the government more. However there is another trend. With poverty comes ignorance and governmental corruption. Poor countries' governments tend to steal more. That's a general trend but of course there are some honest governments of poor countries and some fabulously crooked governments of rich countries,such as the US.
When we come to consider a concrete case things are analytically difficult. For example once upon a time Brazil despite its spectacular natural resources was as poverty stricken as they come. Of late many aspects are improving. Brazil has no military dictator, no hyperinflation etc. Some other factors cause progress, aside from poor people saving.
