Although it generally takes time to lose political capital, it can be rebuilt in an instant. Remember 9/11, a time when Bush was in political doldrums. The attack sent his stock very high.

No one wants to see his stock go up thanks to an attack, but it has happened and may happen again.

I wouldn't therefore automatically assume that the issue is dead and buried. Probably, but no certainty.
