When you measure Bush's domestic goals since his re-election vs. what has been accomplished and what the Republican leadership say can be done this year, I would call it so moribund that choosing between "dead" and "dying" or "really, really weak" is just semantics.

At the end of the day, politics is about what you can get people to do, either by leading or following. Right now, I see Bush headed down the same out-of-touch path as his father.
