If the members of Congress didn't thwart INS from their operations we might have some success. There are penalties in the law, but the law is not enforced.

There are already civil penalties for knowingly hiring illegals.

So the illegals just use fake IDs.

You can't criminalize someone for accepting a fake ID unless you can prove he knew it was fake. Can you?
