Well that is who always pays.

The top income quintile that the left is always going after to pay their fair share is typically a two income household where both the husband and wife have a collective gross income that starts at $132k. Even though each quintile contains roughly the same number of households, that top one contains more people who work because it contains the highest number of two income households. The top 20% pay 60% of all Federal taxes.

The theory is that the way things are now, they're already paying for those who are free riders on the system so the new mandatory insurance will lower their private health insurance expense by moving the free riders into subsidized government services. No where in the history of government interference has the demand for subsidized services fallen in the face of increasing the supply of those services. It's like feeding a stray cat so it will go away.
