I had the same thought. What I found upon inspection however, is that it depended on Bear or Bull period again.
During the Bear period('00 -'02), if you refrained from any trades at start of July, August and September-
your return increased by 10% total. If you did the same during the Bull period('03-'05), your return
decreased by 11% total. This was on the RUT.

So overall, it was a wash. I also looked at slightly different periods, expanding to June and October,
and found them all to be more bullish.

Conclusion: Stay out of long trades July-September during bearish market periods.
