Ideally a nation should make it as easy as possible to succeed. Your intention is well meaning but you have to watch out, for this could be taken to mean that government ought to pay us to take risk. That may be a good idea on the low end and to displace welfare on say, a Friedman negative income tax basis. Best strategy in general is government has to put as its number one goal the ideal of getting out of the way of the freedom of its citizens rather than getting in the way to bring about some vague objective of doing good.
