It's not the MTBE that is the concern. Non ethanol gas tends to leave sediment and water in the storage tanks over the years. One or two tank fulls shouldn't be a problem. Ethanol picks up the sludge and sediment so the tanks need to be clean when they switch to ethanol.

Thanks for the additional information, but I don't think my comment needs any editing to accomodate your point.

If you are in the middle of a cleaning for the transition from an mtbe mix to an ethanol mix and the enironmental rules are eased, what do you do?

You're cleaning the tanks. The only practical thing to do is finish cleaning the tanks and then fill them with _____. What's in the ________? An mtbe mix or an ethanol mix? The ethanol has been ordered. It's scheduled to be delivered. I would suggest it would be more disruptive at this point in time to fill with an mtbe mix.
