It's staggering when you think about what $23 billion could really accomplish outside the Federal money grinder. Cut the Federal Budget across the board 10%/year for 10 years.

This is just a medium sized program for the Feds. Gives you some perspective to view the apoplectic fit the chattering class had when Exxon/Mobil made a measly $7 billion (2/3 of it outside the country).
