No it is not...at least not directly. It means that as a patient I need to know some decent measure of the doctor/hospital's competence and the patients' satisfaction rate...something along the lines of infection rates in the hospital, complication rates for patients' under the doc's care, patient recovery rates compared to the national average, etc.

Then I will have a better idea of which doctor or hospital I want for my care and then it will in some (non-trivial?) form will be reflected in the financial reports...but just off the bat telling me how much money the hospital has made is of little value.
