With the reduced other noxious gases, maybe an increase in NOX wouldn't be too bad, meaning catalytic converters could be avoided.

Maybe NOX acceptable levels have been set too low.

Catalytic converters are so entrenched that other ideas can't even be considered these days.

Because catalytic converters were a good idea 30 years ago, doesn't mean they are still a good idea. Engines have changed a LOT in that time. Fuel technology has done too.
