AHEM! The President IS bound by the Constitution, war or no war. Period. He is a President, not a dictator. Period. The President, for example, CANNOT legally have US citizens arrested and executed on his whim without trial, war or no war. NOW: This is from the radio. Every month you get a statement from your telephone comapny. On it are at least long disrance phone numbers you have called. If you are like most people, you pay the bill and throw that statement in the garbage. By long standing USSC decision, you just put that info into the public domain. Where the gov't or anyone else id welcome to it. After all, anyone can dumpster dive. So what the gov't is doing is legal.
