Well, if you think those are good ideas you have to tell your Congress people. It is they who enact laws. Zero Based Budgeting has been used for many years in PRIVATE industry, I am unaware of it ever being used in Govt. Of course Line Item Veto comes up with every President, had it for a short while and the Supreme Court (being ivory towered types) shot it down. I say we should keep re enacting it, maybe this time the Supremes will have better sense with the ones Bush has added. jdn
