Maybe Cheney didn't TELL the chimp that the program didn't exist! They do have some communication difficulties at times, what with Cheney hanging out in all those "undisclosed locations". It is amusing to have the chimp on TV, denying a program that never existed isn't "trolling" through American's phone calls!
