Its a strategy of attacking Clinton's opponents. Certainly some of them have weaknesses and faults that can be attacked, and as a rhetorical or political device the attack, if done well, might be successful, but logically its irrelevant to Clinton's faults. Even if there was a nasty conspiracy, full of hatred and dishonesty, out to get Clinton, it doesn't change the nature of Clinton's crime. And it was a crime, not just in the sense that it was something that violates a law in some technical way, but rather that it is something that attacks out system of laws, which Clinton was supposed to be supporting and defending.
