Clinton was a fool. What he tried to achieve was blocked (like the Universal Health program that would have cost us additional trillions. You think the budgets bad now? - Hell, it's nothing compared to if that got through.). What saved Clinton was the Republican Hose and Senate, specifically Newt Gingrich and his "contract for America." The things he did get through (like working to balance the budget) Clinton took credit for, although NO president can balance a budget, only Congress can. A president may suggest it; that's about it.
