Well it doesn't imply that either.
Ad Hoc solutions imply that there was no goal, that the result is just the product of what was available at the time.

The selection pressures which lead to one result over another may seem like a consious choice. The selection is not necessarily random, one result may well be favored because it aids the creature possessing the trait, but that doesn't mean that the creature chose to have the trait nor that anything picked that trait to be advantageous over another. If there are two traits, then it is statisticly unlikely that they would have exactly the same degree of advantage or disadvantage, so one trait will nearly always be "better" than another. All that is required is some variation.
