If the term "major operations" doesn't apply to 135,000 troops taking casualties of 2000 dead and 17,000 wounded, costing a few hundred billion dollars and taxing our military and other foreign affairs agencies to the limit, I really wonder what term fits instead.

You switched from stating that the words "mission accomplished" were in the speech to a position that
"major operations are over" means the same thing to you.

Fine. You're certainly entitled to that opinion.
Words can mean whatever you say they mean to you.
