After re-reading that article, MOI that the idea (rumour) has just been dreamed up by that Analyst ( Walia ).
That Forbes chooses //AMD-ATI Merger Looks Likely// as a title, just promotes the idea that it might be more than a rumour.

But, IMO it is not even a rumour : // Walia based his prediction on recent checks in the PC food chain. //
It's his wild "prediction" - nothing more !
James Cramer gave it the publicity in his video!
So it's now a "rumour" !

re $4B - perhaps intc will buy ATYT and hand it over to AMD as partial settlement of the lawsuit?

If anything happens, it will more likely be INTC takeover of ATI and a friendly merger of NVDA and AMD.
