Bush's unemployment numbers do not include tens of millions of Americans who have given up looking for work, are living off their mortgage loans, have become semi-employed, etc.

The true unemployment rate in this country is around 20%.


If you measure unemployment that way than it was close to that under Clinton (probably lower at its lowest point but almost certainly higher during parts of his time as president). But that isn't the standard way of measuring unemployment. If you want to say that every president in modern times has had an unemployment rate of over 12% than you will confuse people.
