Don't exaggerate. Reagan is the most admired modern Pres for ending the Cold War.

You assume popularity ratings translate into the value of a Pres. That's completely inaccurate. The general public often ignores the big picture and historical lessons with short-sighted, knee jerk reactions to events. For example, Lincoln was an unpopular Pres, yet Historians agree he was one of our greatest. Bush's Iraq decision will prove to be the correct one at this time in world history; much the same way Lincoln's wisdom during the Civil War is acknowledged today.
