The chart is a chart of the national debt, not spending levels.

Your right that when spending levels are looked at Republicans spend a lot as well, but that hardly makes "tax and spend Democrats" a myth. Its a very accurate statement about Democrats. At most you could say "Republicans spend a bunch too", but that wouldn't change the fact that Democrats tend to support spending and taxing too much.
