Flat to slightly down. And yes.

"How much should fab 36 add in q3 ?"

The plan is to be at a run rate of 17k wsm by the end of the year. Assuming a linear ramp, that would mean somewhere around 30k wafera in Q3. Now Fab30 will produce about 90k wafers, but they are 200mm. Given that there are about 2.5 times the useable die on a 300mm wafer vs. a 200mm one, that means Fab36 will produce about 75k 200mm equivalent die.

While Chartered's contribution is small, it is also completely voluntary. If AMD keeps ordering in the face of their increasing capacity, that is a message.
