Perhaps it has something to do with the custom in some parts of West Africa to eat chimpanzees. They are considered a delicacy to some.

The "colonial horror" that was responsible for the creation of hte AIDS pandemic was the rise of African cities, for if there had been no cities, the infection would have died out in the bush as it probably had done scores of times before. So I guess the rule is, don't introduce cities where the natives didn't have them before.
