The recession was very shallow........like I've said previously, the tech boom had been/is a very small part of the US economy. If it hadn't been for the wars in Afghanistan and Iraq, and all that spending going overseas, I suspect the recovery would have started much sooner and been more pronounced. As for the tax cuts, all they did was prolong the recovery.
