In private industry, it is the hiring manager who is charged with seeing that the employees he/she hires HAVE a customer service ethic, as well as the other skill sets needed for the job. If public agencies have people with terrible customer service skills, the taxpayers can have their say, and should. Loudly! We are the ones who pay their salaries.

Al Gore had nothing to do with that.

To the extent that he contributed to a customer service ethic, he is to be applauded.
