Clinton didn't have any pay as you go policy. He started with deficits and his projections for future budgets contained deficit, after deficit, after deficit.

Then the economy did decently well, the world political situation allowed for the military to shrink, and the Republicans took over congress and actually started to care about controlling spending (how unfortunate that most of them no longer care even if a number of the congressmen are the same people no as then)
