perhaps not...and perhaps a much more level playing field is sufficient

The past 6 years have proven that a perceptible but moderate performance advantage (20% to 30%) can be helpful, but is not as helpful as a clock speed advantage. An imperceptible performance advantage (less than 20% - like NGA has) does very little, and a very noticeable performance disadvantage (greater than 50% - like the levels of Via and Transmeta CPUs) can be a significant problem.

We've also learned that desktop chips that have a greater than 50 watt disadvantage have problems.

A small power difference even in mobile chips doesn't seem to matter. Note that Turion / Mobile Athlon has been gaining share despite a slight disadvantage in power use relative to Pentium M / Core.

We have proof of the effects slight differences in performance and power use that contradicts your conclusions.
